Requires documentary proof of U.S. citizenship.

Sets Election Day as the national deadline for receiving mail-in or absentee ballots.

Directs the Election Assistance Commission (EAC) to revise voting system certification standards to prohibit barcodes or QR codes.

Requires recertification of election equipment to meet the revised certification standards.
